Prerequistes:  None

Preference readers choosing the Tutorial option from the hypertext PA2 menu 
do not access the writer defined tutorial.  Instead the reader is returned 
to the reference item display.  This occurs when no hypertext PA2 links are 
defined for the item.  This ptf enables hypertext PA2 tutorial functionality 
when no other links are defined.
