Users attempting to use the fix command for a student in registered to
the home course within a home/main setup get 'Instructor has not      
established a class plan' message, when a class plan has been
established for the class to which the student is registered. This PTF 
allows use the fix command for students registered to the home course  
of a home-main situation.
