Applicability:  All Clients using IMS or TSO to communicate with
                PREFERENCE and/or PHOENIX.

Problem:        During high activity an IMS or TSO session may encounter
                an S0C4 ABEND.  This situation may occur when the
                session has to wait for a CSA Buffer to become available to
                complete its communication to Preference or PHOENIX.

Circumvention:  Increase the value of the operating parameter "XREGBN="
                to make more CSA Buffers available.

Action:		Apply the following PTF and restart the PHOENIX/Preference 
		application with the "XREGREPL=YES" operating parameter specified 
		for this one time only.  After PHOENIX/Preference has been restarted 
		either delete or comment out the "XREGREPL=YES" operating parameter.
