Problem:        If while processing a DBUILD request from the Supervisor
                Menu a program is found to have a "label out of sequence
                condition, then the user may receive the following error
                message:

                    GD024 SYSTEM ERROR AT: $gsupr-dbuild-  1-  6

                The above message will be accompanied by the following
                message written to the log:

                    GC136   1        X        0 CBESR1DB PSW=

                When the user presses the Enter key, they will be signed
                off.

Circumvention:  N/A

Action: Apply the following PTF.
