This zap is to correct a problem found in Preference rule writing only.

When writers in option mode of a rule item attempt to insert a group by 
specifying the group number after which the insertion is to occur, 
the new group appears after the current group.  For example, if the 
current group is 4 and a writer specifies 'i2' in the group field, 
the new group (which should be inserted after group 2) is inserted 
after group 4.
 
This PTF corrects the execution of the group insertion command.
