Circumvention: To determine if this course/volume condition exists in your environment, run the GSPLISTP utility using the control card "LP,ALL" to produce a LIST PROGRAM report of all courses/volumes on your system. Then for all non-$gs programs inspect the "NUMBER" column under "USERS". If the program entry is a PHOENIX course or PREFERENCE volume and the "NUMBER" value is zero, then issue the "set student/1" or "set reader/1" command to eliminate this problem.
